This would obviously have to be implemented at the local level, but it should be possible to identify the corrupt and criminal election officials. Republican poll watchers should know who they are, e.g. who kicked them out, who rolled out suitcases of ballots, who were on duty when the truck loads of ballots arrived.
Expose them in local public media. That might entail demonstrations with their names on signs. Demonstrations that the local media might cover.
